Have you ever been driving towards a set of traffic lights which are at green and a reasonable distance away so you decide to accelerate up to the speed limit but just before you get to the traffic lights they turn red.
If the green light were to flash for 5 or 10 seconds before turning red then you would realise that it is not possible to get through the lights and then take your foot of accelerator and coast up to lights.
At some places, they have running counters of how many seconds before the signal changes - no surprises there and that works quite well.
