It's the same old story of corrupted politicians letting safety standards slide in favor of short term corporate savings, but resulting in long term multi-million dollar losses, in this case billions. Apparently, the "blow-out protector" needed regular maintainance, but that isn't possible a mile down under the sea. So, without maintainance, the huge machine failed -- and all the responsible parties knew the risk, but did nothing. Money talks and safety walks.
