The CEO doesn't want to spend the money on windmill mufflers because that would lower his salary. So, maybe some resident who is into classical musical should compose a whoosh & wump symphony to the rythm of the windmill; that should put people to sleep, no problem (!)
But seriously, all motor vehicles are required by law to have mufflers, so why not wind mills, leaf blowers, vacuum cleaners, and all other noisy mechanical devices? Inventors, get to work! There's millions of dollars in the development and production of silent machinery!
