North Dakota's unemployment rate is 3.6 percent. California's is 12.3 percent. Why are so many people out of work in California? Because California's high taxes and costly regulations make it the worst state in America to operate a business.

Proposition 23 is needed to save jobs. Proposition 23 is a proposal to suspend Assembly Bill 32 (California's job-killing "greenhouse gas" law) until the state's unemployment rate recovers to 5.5 percent. Without Proposition 23, certain heavy-handed regulations required by AB 32 will soon take effect, driving even more employers out of state or out of business.
