Such events are considered a necessary cost of expanding industrial trade around the World. For example, the West Virginia region where uncounted mountains have been leveled and uncounted tons of coal slag cast into what were once clear mountain streams, is called a "national sacrifice area". So, as the population keeps growing everywhere requiring more and more cheap electricity, new "sacrifice areas", including the coast of Taiwan, will be required to keep the global economy growing and growing and growing. Yet, the Earth is not growing. Instead, it is cooling and shrinking, as it has from the beginning. So, their ever-expanding industrial investments have no future.
