Why not just require the power plants to recycle their smoke? That technology exists. But if it was installed the cost of electricity would go up and California's economy might not grow and people might stop illegally immigrating to supply employers with the low wage labor they need so they can expand their industrial sprawl into every last square inch of soil and water and hopefully get rich in the process.
