Increasing health problems from the increasing air pollution is a predictable result, which the Hong Kong authorities can ignore as long as business goes on as usual.
I suppose when people start dropping like flies they might think it wise to do something, like a massive conversion to electric vehicles and solar panels for all roof tops.
