How can the people of West Africa, or human beings anywhere, protect their fish stocks if they keep on growing their population that needs more and more food. When poor people are hungry of course they're going to fish illegally to stay alive. But if they had a family planning program that gives each woman the legally protected right to decide if and when to birth her children, there would be no problem of overpopulation and there would be plenty of food for everyone. But Africa and most of the World are dominated by male supremacy in which a man wants a large family to make him rich, but only succeeds in making everyone poor, because the growing human population is overwhelming the Earth's limited food supply around the World, wherever humans dominate an area; and now with 7 billion people and counting, that's everywhere. So, naturally, the biosphere, the living planet we depend on, is struggling to clean itself of our massive and growing pollution with worsening storms, floods, droughts and wildfires, which are destroying our food crops, and soon all of humanity will be starving, not just the West Africans.
