If the human population was not growing relentlessly, it might be possible for people to choose not to live near quake-prone fault lines; but because of overcrowding they must live wherever they can find the best jobs available. So many are killed and so many homes are destroyed in an earthquake, why don't people think of alternative ways of living more safely? Why don't the people of Kansas demand a storm cellar for each family? Because most of them are wage and debt slaves to advertising, so they never have enough money, even if they were inspired by "The Wixard Of Oz". If a smaller Japanese population lived 6 miles inland, they would have escaped the worst destruction since WW2, but their growing numbers and the economic system give them no real choice.
