The Japanese, like all of humanity, are a victim of too much of their good thing, but the human instict to grow is adamant and irresistable, regardless of consequences. It would have been smart to have already vacated all population and industry 6 miles inland before the earthquake and tsunami, but that would have restricted economic growth to serve the growing population, a no-no.
