As we accumulate more reusable bags, many of them go unused. Reusable bags are creating their own environmental problems. What’s the answer?

I agree with you. How many of us actually go for recycling or using the reusable bags or papers? Only a few organizations are making efforts which is not helping much.
They are making a huge difference for me in the number of plastic bags I accumulate. Before I made a 100% commitment to reusable bags, I would end up with scores of plastic bags each month (mainly because the grocery store baggers only put 3-4 items in each bag, so I'd leave the store with at least six bags each time I went to the store (even though I only shop for one).
I wish the grocery stores would start charging for the use of plastic/paper bags, instead of the 'credit' or donation they give for reusable bags. The stores would save money, and the planet would be better off.
