Wouldn't it be simpler to administrate if Australia passed a law requiring 100% safe recycling of all garbage, sludge, junk and carbon emmissions? The federal bureaucracy does an efficient job licencing vehicles and collecting taxes. They know where each individual and each corporation is located; and they do an efficient job picking up the garbage from each address in each neighborhood. So the infrastructure already exixts for recycling all of it, which would put the unemployed back to work.
