It is every area in the Arctic, not just Russian tundra. A 30% loss is nearly the amount of carbon in the atmosphere right now, and for 10 years it is in the form of the 23% greater heat trapping methane, before breaking down to CO2.
"Scientists have said that permafrost thawing will set off another problem because the process will release massive amounts of greenhouse gas methane currently trapped in the frozen soil."
All the more reason to stop fossil fuel use and land use practices that produce more CO2, ASAP, in an effort to mitigate AGW and the methane releases.
