Is Chcago still dumping garbage in the Great Lakes? Is New York City still dumping sludge off shore? Are corporations still paying criminals to dump industrial waste in the ocean? If so, all those desalination factories will have to accompanied by purification machinery, all costing many millions of dollars. Yet, before big corporations and big cities started dumping here there and everywhere, plenty of clean, fresh water was available free to everyone. What happened? "Too much of a good thing turns it bad."
The answer is 1. Safely recycle 100% of all human waste products like garbage, sludge, junk, chemical waste, smoke and fumes, which will put all the unemployed back to work while they train for better jobs. 2. Peacefully reduce the human population with family planning education by giving each and every woman the legally protected right to decide if and when to birth her cchildren.
That way, there will be plenty of resources for a smaller and wiser human civilization, including plenty of clean, fresh water to drink.
