This idea assumes a growing human population will need so much more electrical power that orbiting solar reflectors would be necessary to provide it. But we are promoting family planning education to reduce the human population to no more than 5 billion, so there is no need whatsoever for any such orbital technology. The sun itself already gives us all the energy we need. We can simply harvest it with solar reflectors here on Earth, supplying a smaller human population that lives consciously in peace and balance.
