They say there is nothing they can do to bring down the pollution. It is in the same area where they are also low on water for crops. California has had way too many people for many years. Where once people had "California Dreamin'", now they dream of escaping it. You can keep running, but overpopulation always catches up.
And apparently they've been so addicted to growing the economy they refused to think about safely recycling industrial pollution and peacefully reducing the population, even though environmental activists reminded them repeatedly, and now it's too late as the consequences have arrived.
