Surface water pollution/depletion can be blamed on the people in the areas it is occurring and the people upstream who over-use and pollute with everything from agricultural chemicals, industrial waste, excrement, and pharmaceuticals.

It must be reiterated that you must check you local building department requirements for electrical. Most require permits and inspections. DIY panels or wind generators may be allowed or they may need to be UL approved. Most require UL approved. Some solar power installations require no permit if they are 15 amps DC or below, check your local regs.
Danwillie, Jason was banned, as you can see, for being a spammer of garbage looking panels that are not UL approved. I left the video here to show what NOT to do.
I have seen videos of well made DIY panels, but when you can get UL approved panels at as low as 80 cents per watt, why bother? DIY installation of UL approved shopped for and best deal components saved us so much that the system paid for itself in 6 1/2 years. That was when panels were $4+ per watt!! They passed inspection and have been performing very well. The only thing we would do different now is to use NiFe batteries instead of lead acid.
