    Let's do some basic maths first:
    10/70=13%
    If a car travels at v mph then the power required is Kv3
    We have Kv3 ( 1+0.13 )3
    Expand the binomial and from the second term alone we see that we have an increased power ( fuel, CO2 ) demand of 40%
    Of course in practice the actual fuel consumption depends on the speed for optimum engine efficency. For the gas guzzlers designed to cruise at 100mph +, the extra fuel demands will not be so great - they are using a vast amount of fuel just by moving!
    However for a small car optimised for efficient cruising at 50 mph it is a different matter - and they will be forced to travel at 80 + to keep up with trafic flow.
    This is a charter for the Hooray Henries in their Jags to crap on the envirnoment exactly what you would expect from a Tory government.

    Default More boring maths

    For a given motorway lane vehicles passing in a given time:
    No = D.V where D is car density, V is lane velocity.
    D= Number of vehicles in unit lengh ( mile )/ Braking distance B.
    Now ignoring reaction time:
    F.B = 1/2. M.V2 ( kinetic energy ) where F is friction of brakes, M mass of vehicle.
    Assuming average mass:
    B = K1.V2. Thus D= K2/V2 (K1,K2 being constants ). Thus:
    No = K2/V.
    Thus an increase Of 13% velocity will lead to a decrease of traffic flow of 13%!
    If you ignore braking distance then in an emergency you get multiple pile-ups (with 40% more kinetic energy! )

    Tories and Republicans, though they deny it, are trying and succeeding in eliminating the middle class, leaving only rich and poor; and their most effective weapon is to drag down and eliminate free public education to make the working classes too ignorant to defend themselves, and too ignorant to control how many children they have so there will always be masses of cheap labor available to make the rich even richer throughout their "New World Order". I admit it, I am frightened by this very real prospect!
