Let's do some basic maths first:
10/70=13%
If a car travels at v mph then the power required is Kv3
We have Kv3 ( 1+0.13 )3
Expand the binomial and from the second term alone we see that we have an increased power ( fuel, CO2 ) demand of 40%
Of course in practice the actual fuel consumption depends on the speed for optimum engine efficency. For the gas guzzlers designed to cruise at 100mph +, the extra fuel demands will not be so great - they are using a vast amount of fuel just by moving!
However for a small car optimised for efficient cruising at 50 mph it is a different matter - and they will be forced to travel at 80 + to keep up with trafic flow.
